Capacity Building Division (CBD) Print E-mail

The principal objective of capacity building is to improve the quality of decision-making, sector efficiency and managerial performance. It is based on the principle that the ability of an organization and teams to deliver superior performance is dependant on the capability of its processes, people and the supporting policies.

Feedback Ventures' Capacity Building Division (CBD) combines its wide-ranging experience in infrastructure and its depth of HR consulting expertise to offer customized solutions to improve the capabilities of people, processes and institutions in the infrastructure development in rural and urban environment. This implies building the capacities of people and institutions in ways such as:

Capacity for Performance that includes designing and facilitating implementation of appropriate organization structures, systems, processes and perceptions which enhance an organisation’s capacity for performance.

Capacity for Governance that implies the institution of processes that can ensure participation, transparency, responsiveness, equity, effectiveness and accountability.

Capacity for Transformation comprises assessment of the existing structures and processes from the customer perspective and the development of an action plan for transformation.

Capacity for Partnership includes development of capacities for partnership with both internal and external communities.

Capacity Building Division is organized around 4 vectors:

  • R&R Rehabilitation & Resettlement (R&R) refers to the entire process of identifying, developing and implementing R&R schemes for people affected by projects where their land or house or livelihood is being taken away. The Division's focus in implementing consulting assignments for R&R is about adopting participatory approach towards developing R&R plans to achieve a win-win situation for concerned stakeholders in the process of development keeping the legislative framework, policies and laws in perspectives.

  • Water & Sanitation (Rural & Urban) Feedback’s Capacity Building Division has been actively working in Rural and Urban water supply and sanitation sectors. CBD have provided consultancy services to a number of state governments in helping increase understanding of sector performance and identification of key challenges impacting performance. CBD’s work has been supported through the World Bank and WSP-SA.

  • Urban Reforms CBD is currently engaged in preparing ‘Reform Action Plans for seven urban local bodies in Haryana’ as part of the JBIC funded Yamuna Action Plan Phase II and also in the ‘Internal Appraisal of Draft Development Plans prepared by ten municipalities in West Bengal’ as part of the DFID funded Kolkata Urban Services for the Poor Programme. Taking advantage of ­­­­­­the national programmes on urban reforms especially the JNNURM, CBD provided consultancy to the Varanasi, Lucknow and Allahabad Municipal Corporations for the development of their City Development Plans.

  • Social Development Large-scale infrastructure or industrial developments, at the National level or at the State level, always have been seen to incur social costs. Moreover, in the wake of Greenfield projects being taken up by the private sector, very recently the SEZ projects in different parts of the country with the ensuing policy of globalization, rehabilitation and resettlement (R&R) issues are certainly to emerge from such initiatives.
