Feedback Ventures has been appointed as an in-house strategic consultant of Delhi Metro Rail Corporation on all matters relating to Public Private Partnership (PPP).  Feedback Ventures will be working with Delhi Metro and its General Consultants for the next twelve months. Their scope of work includes: the Airport Express Link, which is being developed through a unique hybrid PPP format, and the Hyderabad Metro and Kochi Metro for which Delhi Metro is the Prime Consultant.  

On the occasion, Mr. Akhileshwar Sahay, President (Government and Multilateral Advisory Services) in the Infrastructure Advisory Division of Feedback Ventures, said, “This new assignment from Delhi Metro is a testimonial to our ability to be a competent adviser on PPP on complex transactions and is also a reflection of our long and successful multifarious association with the prestigious Delhi Metro project”.  

For this assignment, Feedback Ventures will have to:

• Review the EOI Evaluation Report; the RFP documents; and prepare the financial model for the Airport Express Link.
  
  
• Guide DMRC and its General Consultants in regulatory matters relating to PPP for the Airport Line.
  
  
• Assist and review the bidding process—pre-bid and post-bid evaluation—from a financial and legal perspective.
  
  
• Assist DMRC in all PPP matters in the Kochi and Hyderabad metros and other metros, where DMRC is the Prime Consultant.

This assignment is the latest in the five-year long association of Feedback Ventures as strategic consultant to DMRC.  During this period, Feedback has advised Delhi Metro on aspects of property development including development of projects on PPP; simplified the contractual framework for the entire Phase 2 of the project; undertaken a study on reduction of unit cost of construction in Phase 2 using learning’s from Phase1; developed an elaborate alternative funding and institutional structure for Phase 2 of Delhi Metro. Currently, Feedback is also in the final stages of another strategic study for optimization of Operations and Maintenance cost and benchmarking of Delhi Metro.
