Capacity Building of road projects for the Government of Sri Lanka

Client: Asian Development Bank

Timeline: Ongoing

Assignment: To build capacity within the Road Development Authority (RDA) and the Ministry of Highways to optimize the use of public and potential private funding resources for road development and maintenance.

Project Description: The capacity building will address the issues by engaging the key stakeholders viz. road user associations, the government of Sri Lanka, the implementing agency, RDA and the private sector with a focus on:

• Analysis of cost structures under public and private delivery.

• Risk assessment and allocation between public and private parties.

• Determination of financial viability.

• Development of contractual documentation.

All of the above focus areas are especially relevant for realizing the potential of public private partnerships in the road sector.
