Rehabilitation & Resettlement (R&R) refers to the entire process of identifying, developing and implementing R&R schemes for people affected by Projects where their land or house or livelihood is being taken away. Our focus in implementing consulting assignments for R&R is about adopting participatory approach towards developing R&R plans to achieve a win-win situation for concerned stakeholders in the process of development keeping the legislative framework, policies and laws in perspectives. Large-scale infrastructure or industrial developments, at the National level or at the State level, always have been seen to incur social costs. Moreover, in the wake of Greenfield projects being taken up by the private sector—the SEZ projects in different parts of the country with the ensuing policy of globalization, rehabilitation and resettlement (R&R) issues are certainly to emerge from such initiatives. Greenfield projects undoubtedly will bring forward benefits that are meant for wider societies, but the costs are mainly seen to directly affect the individuals or households or communities who provide land to accommodate such developments in their regions. Without developmental efforts a Nation or a State cannot progress, that is well understood, but at the same time marginalization of individuals or households or communities as fallout of such development processes is also not welcome. In the present run of infrastructure development in the country, development of large-scale industries by private investors, especially the process of implementing such developmental projects, should adopt stringent policies to look up too to the interests of those who are affected by loss of land and properties, livelihoods and income, making them capable of reaping benefits in such a way that can allow them to upgrade their living and improve their quality of life, finally leading towards overcoming the costs of development incurred on them.
