Development of “Capacity Building Plan” for Punjab Rural Water Supply and Sanitation project.
Client: Punjab Rural Water Supply and Sanitation (PRWSS) project.
Assignment: To assist the Government of Punjab in designing the capacity building component for the sector institutions and stakeholders of the proposed PRWSSP, in order to enhance their abilities to carry out the stated objectives of the PRWSSP.
Project Description:
- Capacity Building Needs Assessment of project stakeholders or functionaries at all levels.
- Inventory of capacity building programs relevant to community-based RWSS projects in Punjab and other states.
- Inventory of existing institutions, Capacity Building Institutional Assessment and short listing of suitable institutions.
- Training strategy and implementation plan, capacity building monitoring plan and training impact assessment framework.
- Financial implications and estimates of capacity building plan.
Resource Agency to assist in taking forward Community Led Total Sanitation for Haryana and MP.
Client: Water and Sanitation Program – South Asia
Assignment: To support the state and district level WSS agencies, and to deliver various orientation and Capacity Building activities considered necessary for developing rural sanitation strategies in tune with CLTS while implementing them in a sustainable manner.
Project Description:
Feedback as the resource agency is undertaking various activities to enhance the capacities of stakeholders based on need and demand. These include:
- Engage with state government (s) to facilitate the organization of orientation and consultation workshops and other events, and development of a state level strategy, which incorporates a community-based approach to achieving sanitation outcomes.
- Facilitate exposure visits to the states and communities which have achieved good results in achieving rural sanitation, so as to enable the participants to ‘see and learn’ the process to achieve total sanitation.
- Support states and districts to develop an implementation framework, especially a detailed capacity building programme.
- Undertake the development of modules for various training programmes for stakeholders at all levels.
- Facilitate and/or undertake training programmes for various stakeholders as per need.
- Support demonstrations to pilot the CLTS approach.
Designing a Monitoring & Evaluation System for Rajiv Gandhi National Drinking Water Mission’s Rural Water Supply Sector Reform Programme.
Client: Water and Sanitation Program – South Asia
Assignment: The objective of this assignment was to design a robust monitoring and evaluation system for the Sector Reform Programme (SRP) to effectively monitor the project processes and progress at different stages of the SRP and across the country. The system was enabled to evaluate institutional, financial, technical and environmental sustainability and social development aspects during each stage of the project cycle (planning, implementation and O&M). The M&E System was designed on an MIS platform to record and manage data related to RWSS Sector for all the states and districts participating in the Sector Reform Programme. The MIS software was designed in to allow four distinct types of usage—the national level, state and district level and for the general public through a web interface.
