Client: Reliance Haryana SEZ, a JV between Reliance Industries—India’s largest private sector company and HSIDC—a Government of Haryana undertaking.

Assignment: Development of a business plan for an 8,094 hectares multi-product SEZ near Delhi.

Project Description: The assignment involved a grounds-up definition of the SEZ as a business initiative for the developer. The elements of work involved the following:

• Studying the existing economic, industrial, regulatory environment at national and state level to understand policy and procedural impact on SEZ business plan.
• Assessing regional and national level competition.
• Assessing the demand for industrial land and ready-to-move-in commercial and office spaces.
• Detailed definition of the SEZ concept.
• SEZ configuration and provision of inputs to the master planners.
• Identification of internal and external infrastructural requirements and provisioning for the same.
• Recommended locations and sizing for new processing area and non-processing area clusters, roll-out schedule, organization structure and associated financials.
